About State-Owned Enterprises
State-Owned Enterprises (SOEs) are companies wholly or majority owned by the New Zealand government that operate on a commercial basis. They are expected to be profitable, pay dividends to the Crown, and be as efficient as comparable private sector businesses. Mixed ownership companies have partial private shareholding but remain majority Crown-owned.
